Even though the Cleveland Browns have yet to even name a coach for their expansion team that begins playing next year, the battle has begun to see which city will claim the 32nd NFL franchise when the league expands, presumably as early as the year 2,000. The current two favorites are teams that lost franchises, Houston and Los Angeles. Houston is believed to be ahead in the race and there is still a chance LA might reclaim the Oakland Raiders if Al Davis decides to depart and head down the coast again.
